I think the purpose of suggesting a 'global curse filter' is not so that servers need to set their standards, and filter out words individually per-server. Generally on a global level there are standards set in the rules of conduct against the use of curse words, so to filter per-server seems a little silly when trying to enforce these standards on a global level. If there was, like Dusty stated, a good predefined set of obscenity levels of the words that would generally be filtered out, then I see no reason why it should be locally set.
Another thing that bugs me is your belief that the filter should be disabled by default. I really don't understand the logic behind that choice, but of course it's probably just your personal preference coming through. Again the use of curse words are against the rules of conduct generally, and as this is a game, the filter would logically be enabled by default so I don't understand where you're coming from with this. I personally dislike filters but I agree there should be one, and I have no qualms about turning them off to suit my preference, even if they should be allowed to be disabled that is.
