Please add back the ability to set the cursor to either an image, or to a certain one in a set (e.g. hourglass, crosshairs).

I agree with this, so Classic can set their cursor to a pen during Pictionary.

From what I remember, the setcursor function is from Graal 3 when a rendered mouse cursor was used instead of the hardware one. I'm not sure how easily it would be implemented now, but it sure would be nice to have.

It existed in earlier Graal versions, it was being used on Maloria and probably serveral other servers.
