Erm, who's in control of the navy?
I don't see any navy ranks on the rank list.
If you need some sort of Admiral i'm a volunteer, i have some ideas.

I dont believe the navy has been officially re-organized ever since the Republic was formed.

Lol, i was half-done reorganising the ships in the shipyard when i logged out XD

I finished it now, though.

No I didnt mean how the boats were organized. I am speaking of the establishment of a naval organization. lol

Yes, but if we are attacked it's quite essential the shipyard is organised well, so the ships can come out fast, and not that the country has already been taken over before three ships are out of the shipyard

Organising the shipyard is just step 1. Now i need to make some more shops and give 'em cannonballs.
