Taskbar Button Menus?

I was wondering how to replicate how the Start button on the Graal taskbar brings up that menu. I have a button placed on the taskbar itself, but am having trouble trying to give it properties of a menu, or to somehow create above it whatever that start button has when clicked. Any ideas?

I had the button, it was just getting the context menu ctrl like you said ;p
