Is it possible to use an npc to set an array of tiles over the normal layer of tiles?

Yes but have it above the rest of the tiles.
Like so the player can walk under it?

Btw how can I set an array of tiles by not using

tiles[x,y] = 0x1;

seperately?

but instead by using
{
0x0, 0x1,
0x10, 0x11,
0x20, 0x21
}

It is quite easy to have a loop iterate over the array.

No. Read this section's rules.

Create a array with the tile datas then a for loop so use tiles[x,y].
I've posted a little example but Loriel deleted. :P
