What a load of rubbish. He already said he doesn't want people making levels because he wants all the levels to fit seamlessly together and have a purpose.
Hiring a team of people doesn't lighten the load, it just moves the load to something else. Instead of worrying about doing everything yourself, you have to worry about your staff not being corrupt, getting work done, and then you have to make sure the work is good enough, and is what you were expecting.
If you tell one person to make some levels, and another person to make some levels, and then you make some levels, when you put them all together, they will all have different tiling styles and stuff and they won't match.
