Lots of people can make good levels.
Not just the people that work for 2001.
If your talking about 2002 however only a few people can actually make levels for that because most of the graal population do not have the finished tileset. If your alkin about the 3D terrain on 2k2 a few people that don't work for 2k2 know how to do that too.
