Possibly. Though I'm sure at least one person on 2K1 also works for 2K2.

No because well not right now but Brandon is a Police on g2k1 and hes also the owner of Andor

I think if the rule did exist then Police probably wouldn't be a part of it. I mean, y'know, it's not really a staff position.
