There should not be a resistance to weaponmagic. It's powerful, but not really all that powerful. Suggesting such a thing is like saying, "Hey guys, let's screw Govannon users and
only Govannon users out of their damage."
Weaponmagic is just raw, un-reduced damage. That's all. If you're having trouble hitting someone with an attack type, either switch weapons or enchant your weapon so that you can attack with both types.

So stop spamming bullet storm and figure out what he's weak to. If he has 28 magic resist and you're doing nothing but shooting 'magic' type spells at him, what do you think they're going to do? Also, it should come as no surprise that your bullets aren't getting past his magic resist, because bullets are generally weak anyway. Manaball and Mana Blast are what you should be using if you want to have any chance of penetrating magic resist. Large bullet is only good if you need to stall for time, because even the most average HP regen can account for health lost from that.

I could take down your health very easily even if you have RoHMs on. And with magic, no less.
Resist magic does not mean you are resistant to all forms of magic.
It only lowers the damage of spells with the 'magic' subtype. (Large Bullet, Manaball, Mana Blast, etc.) It doesn't apply to other types like cold, fire, electricity, and all the others. I can run around with 75-80 magic resist all the time from my gear, but that only blocks out that small range of spells.
In order to have really good defense, it takes having both good AC and multiple resistances. One of the reasons I love Brigid's Shield of the Earth is because it lets me reduce the damage from fire, cold, and electrical spells by 30, and with scrolls added onto that, I can get a boost of about 60 resist to all those types. And yes, that helps for reducing both weapon damage and spell damage I take. If you don't cover your bases like that, you'll take full damage from whatever they hit you with, and even more damage if your resist is negative.
