NPC IDs are relative to the level. If that is added to serverside it should be part of TServerLevel.

I believe the clientside version looks relative to the current level, but I'm not certain. I'd like to know more about stuff like this so it's easier to communicate between serverside and clientside of an NPC.

Aye, I was using it relative to the level(findlevel()), and I agree.
