Something where it's not counting the items you have on, but your skill/experience, whatever you want to call it. It would be the most equal way I can think of for having an event for such rare items, also unlike the raffle, it gets them involved more.

That's true - I didn't consider that. If I understand correctly a new fishing system is being worked on... so perhaps that's possible

Yea, but you can't give stuff to the fisher and later retrieve it (I think?). It's an update they're working on.

lost items huh...well..yes, some of them do need to be revived, but I also think newer ones need to be released.

Try not to make them one/two of a kind either, that just makes them impossible to get off of other players.

i have some of his fish gfx and ive been asked to try to help him out with some. id show em around a bit, but he might not like it

Re-releasing items in the event shop was nice, but some really lame stuff got priced higher than it should've been. Still, it was nice to get old stuff back in circulation again.
