yet another gmap issue

Yes, another one, this time no NPC's are appearing on the gmap. I've checked the gmap file and it's fine, and the gmap is in server opts. NPC's are working perfectly on the inside levels but none are wprking on the outside.

I've seen this on DR sometimes, all the scripts and gmap file is fine, etc. I'm not sure what this is.
