I have recently learned the art of wizardry, just yesterday in fact. But, what seems to be a BIG problem, is that I only have 3/3 Spell Points. I assumed intelligence was for magic, and I bought an intelligence ring, and equipped it and my maximum SP still wasn't boosted. I asked what stat did this and a few people told me Power. So, I bought a power ring and instead of boosting my maximum SP, it boosted my maximum Grace by 2 (not a bad thing, but not what I wanted then).

I would either like to know what items boost maximum spell points, or what spells cost only 3 SP.

Try starting out with spells like magic bullet or burning hands.

I have a similar problem. I try to cast beginner prayers and all I get is "Bile ignores your prayer." Any way to bribe him or something?

He is talking about magic, not wisdom.
