Tilesets, Transparency, and Layers?

Dusty worked on a project year(s) back where he converted a portion of the default tileset to work with transparency and layers. This project was never completed though it was very promising; in my opinion it would have pushed tilesets and servers closer to supporting layers. Has any work been done to continue his work? Is there something similar to what Dusty put together? Is an artist in the community willing to put some time in and (re)create it?
