Discussing bans is discussing the actions of moderators. Which implies that the moderation is corrupt, bad, or something to that effect. This implification gives new people to the community a bad idea of how these forums work, and thus the influx of new members suffers. Anything that does such a thing to a business is normally expressly forbiden by that business. There is no reasonable point you can make that will dissway the rule of ban discussion away, the best thing to do is just discuss it informally outside of the mainstream public eye.
Although there is no reason to dissallow informative threads simply stating that someone has been banned. Or atleast have some list somewhere (out of sight even) that can be accessed by anyone for better knowledge of who is banned and maybe why.
