The masses do not necessarily deserve equal footing with whoever else is trying for the position; it should be based on past performance, be it as a global or a local position. Common sense would seem to dictate that a previous global who left due to personal circumstances (I don't want to guess, but I think Lyndzey did) would be a wise choice to fill a relatively high-profile position.
Certainly, no average player should be given the job. A staff member who was GP on a server would make a better PWA than a normal player who has never been staff on anything, and likewise, a former PWA with a decent record would probably be safer to hire as a PWA than someone with no record.

It all depends on the job you did as pwa while you were pwa, and actions/behaviors after you quit, in my opinion.
I don't think that you should be held on top of everyone else just because you used to be a pwa member.
