Malinko is actually quite well known on Graal, and was when he was hired as pwa.
Sure, experiance and refrences should be a part of the app, but the hiring should not be based highly on that.

Its hard to say but on one hand Stefan picking the PWA Usually avoids a lot of trouble at the start, maybe it rubs some people the wrong way because I can understand everyone wants their fair shot. Then sometimes it causes more trouble then it is worth.

Spark would be a good choice to oversee the application process, as would Lyndzey. I don't know Ibonic, but he is obviously well trusted. Spark also knows about the rules for pwa since he was pwa admin at one time.
I don't agree with Stefan hiring pwa simply because he really only knows people from gold servers, and of course, he only hires people he knows and trusts, which is not a bad thing, but there are many others who are known and trusted in the classic community where pwa need to work.
