Blur Effect Possible?

Would something like this be possible to make a gui with?
or like this also


Basically just a blurred transparent box is what I'm trying to make.

Unfortunately I'm pretty certain this is impossible.

The only approach I can think of is taking a screenshot (or image, whatever), implementing your own blurring algorithm and using it over the bitmap you captured, and then displaying it in one of the image GUI controls. (This assumes you need to blur at runtime, of course; if it's a fixed image, you could just do it once in Photoshop.)

You can make windows themselves transparent, but I'm not sure about getting a Gaussian blur exactly.
