Offline NPC-Server

I know this has already been mentioned many times before but if an Online NPC server can be made, can't it be slightly reprogrammed to work offline? It could connect to the Client (using 127.0.0.1 or something) and then it could have a similar program, like the original NC, which contains all the same buttons and lol, but it does the same - just offline. And so on, it will save when you exit. Nice idea many people think, but can someone please consider it who has the power to?

Cause GO doesn't wanting us running our own world so that we can hack and cheat and not be under their juridiction, or just shut it down when we get reported?

Uhm no? Its not about runing your own server, its having access to the way the G Server operates, its MUCH easier to make trainers when you know exactly what to edit and how to go about editing it. Graal online is not some powerhungry corperation like you make it out the be, you want a powerhungry corperation? Go play on your PS2, your Gamecube, your Xbox. This is a rather small business.
