If this really is a competition, I suggest you highly refine your plan. Have a signup sheet, and do it the right way. Have a test or something.

Does anyone want to hold a tournament? I can lead it and make the webpage for it. I would just need 2 judges, 1 co leader. Then this would be planned out pretty god. We could take about 25 Applicants and then go on Graal2001 and go to the courthouse and do the judging their. What do you think?

I will hold the tournament, make a webpage and organise it.
I am a former scripter and don't play graal anymore so I wouldn't be stealing. If I get enough people saying they want me to hold it I will do it.

here are some things about it:

3 Sections: Beginner, Intermediate and Advanced

You choose which section to enter, if too good you will be uppped a grade. 3 judges will decide a winner for each category. You can submit any NPC you want, it can only be the one npc, and they will be judged by efficiency, what it does, and if the script is made with the least lines of code possible.

I will explain more if people say so.
