As i said, there would be locks of higher classes which require an exceptional thief to pick. They would cost more, but prevent most of the thieves out there from lockpicking. And yes, there would be locked chests, not every thief would be able to pick every lock and also those who can might have personal reasons not to go after that persons lock. Besides, the only skill that would support lock picking is agility and/or mental, which are both too easy to level and yes, no locks would be safe.
