Preparing and Improving Weapons

I've read Bjorn's guide to preparing a weapon, but he didn't mention much about improving weapons. I saw "Improve Dexterity" and "Improve Intelligence" scrolls in a shop in Santerain, and out of ignorance, bought them for improving my weapons in the future. But, in the East Haunted House today, someone told me that you need the Improvement Potions and not improvement scrolls to improve your weapons.

How do I improve weapons? Who do I believe?
