Lights weather etc

I noticed the new options where you can disable lights weather and particles in the video section of the options on v4. It doesnt work though and i was just wondering when it will actually work

In the options window on Windows you will find new options for light effects and similar, they are not the same like in v2 though - scripters must decide if they show the effects, by disabling those things in the options you are just specifying that you don't want to see those effects, it is not actually disabling them.

Meaning: They only disable if they are scripted to.

Yes they are just a help for scripters, e.g. when disabling the weather effects it should not show snow effects.
On Graal Kingdoms, Zone and Era there should be some lights not being displayed when you disable light effects. On Kingdoms it will not use lights for the lamps anymore, and in the haunted houses the lights on the ground are not shown.
