Preventing it before it happens...

In the beggining of Graal 2001 nobody would ever suspect that everyone would be running around with thousands of gralat. For the first few months you could get a bomy for 250-750. The same will happen to Graal 2002 if it is not prevented. It is much easier to put in some precautions instead of trying to get money off the server in massive amounts later (remember the economic balance donations?).

The reason this always happens is because there is always much more money coming on the server than there is money coming off.

Everytime you mine a mineral and sell it, everytime you kill a skeleton, everytime you do mostly anything puts money on the server. The only way money gets taken off is buy buying things from stores, and those things are still worth a large sum of their total amount.

There needs to be things that take money off, the rental of boats perhaps. Maybe cafes and bakeries. A tailor that costs large amounts. A pet daycare maybe. A charge of houses would be ok (as long as say you only get temporarily evicted, and when you do find the money to pay you get the house bacl). Taxes kingdoms have to pay simply for use of the land (maybe a % of total income of the kingdom gained by taxes).
