People can set accounts without the right....

Well, People without the 'changestaffaccounts' right can set their own account. This can cause problems because they can change there pass... Some may say this is good if someone knows it and you want it changed because there is no one else on... Well, some people have stupid passwords like RaWr or ircool.... But, the pass should have letters(Caps and small) and letters.

So, what im saying is tht if they don't have the right, thy shouldn't be able to change the pass... Unless, you somehow make it so that when you set the account, you can have an option to change the pass, or not, and if you do, a window comes up with the pass, and a box below, you enter the number, and click save or somthing...
