I need some help...

I am a making a level but I want to use different tiles, So I am going to use the floor tiles in the pie place on graal 2001, I also added other tiles I liked to a pic that I want to be on my level, Anywayz I need someone that will make the tiles I have in to a npc, So I can add the tiles to my level, so I will be able to add it like it like the go kart tiles.
know what I mean?

=/ I guess the eazy way is to say, How do I make pics go into the tiles set
