filterrectangle()/filterrectangle2()

A couple suggestions:

1) Can this be expanded in the new client to be able to be applied in a seteffect sort of way, or to playing area(GraalControl?). However, it shouldn't effect other GUI's. Simply, I want to apply this sort of thing real-time in game.

2) filterrectangle2(x,y,w,h,filter,scale) - scale would be 0-1, as to how much the filter should actually effect the image. 0 would be no effect, .5 would be... for grayscale for example, only half desaturated, and 1 would be the full effect. A little control over these things is always nice, though I don't know how it could be applied to updown, for example.

3) More filters! Mosiac would be a nice one, as would be the wave effect often seen in RPGs(where the screen waves, could be controlled with above function for loops and moving). Blur as well, maybe. There really are tons.
