Can't load sign data

I can't seem to get sign data to load on the serverside of clientside. It simply returns nothing, regardless of what I do.

On the clientside, testsign doesn't even work... though I've heard sign data is not loaded on the clientside to conserve bandwidth. However, on the serverside, echo(level.signs.size()) returns nothing as well. Even when I used findlevel("levelname.nw"), and I've tested using tiles[x,y] and the level is there and sending data, but just not sign data. Any help here?
