Think it's possible?

Just a hypothetical question... do you think it's possible for a server to be made in the genre of horror? There are very few 2D horror games that do it good, so think it would really be possible to make a server with some scare factor? If so, which way do you think it'd be best?

I'm thinking cliché city full of zombies, not really scary outside, but RE type when you go indoors, with 'pop-out' scare scenarios, but more of a psychological scare factor that SH games do so well.
