Something where it's not counting the items you have on, but your skill/experience, whatever you want to call it. It would be the most equal way I can think of for having an event for such rare items, also unlike the raffle, it gets them involved more.

That's true - I didn't consider that. If I understand correctly a new fishing system is being worked on... so perhaps that's possible
