Pesky Fence

There's this single block of wooden fence. It's not something a player put down, it can't be destroyed, it draws over the player, you can walk through it, and worst of all the editor doesn't even realize its there. I can't even select it and delete it. It's as if its a permanent part of the terrain. If I lower the land around, it just floats on top of the water. It floats on top of other buildings. It draws over everything, it's not even like I can put something else ontop of it to hide it.

How do I get RID of that thing? It's in the way, it's an eyesore, but I can't select it in the editor.
