Why not have npc villagers walking around in some towns? they don't wander far, and have town guards in.

if you kill a villager you get bounty, if a town guard kills you, you get warped to a jail level, where you can break out, its basically a remote island, you need to do a quest to get out, be pretty fun and new.

players can compete for bounty, higher bounty harder npc soldiers. if your bounty racks up they can become so hard that they may even be able to kill you whoever or whatever your wearing.
escaping from jail wipes your bounty clean, every month player with highest bounty wins a prize.
