Kingdom Bells and Battle Mode

Now, one of the problems with Battle Mode, is that it requires a member to be in a Kingdom to be able to switch to it. I know that the focus of GK is on the kingdoms, and that everyone SHOULD try to join one, but unfortunately, that's not how it works all the time.

Therefore, I think it would make sense to put the Battlemode Bells outside the castles, and make them useable by everyone.

However, I also think that people should not be allowed to switch back to Peaceful Mode if they've killed someone in the last 15 minutes. That way, someone can't head into Battle Mode, go on a killing spree, then dash back to safety right away.
