"Whats this tile for?"

Welcome to the "Whats this tile for?" post a screenshot, or give the co-ordinates of the tile that you dont know what it's for, and hopefully someone will give you can explination/example... Lemme start things off with these two tiles. I have no idea in hell what they are for, anyone know?
