I've asked Stefan quite a few times about this, but he never responds to this one.

When you fight players or compus, if the tip of your sword touches them it counts as a hit.

When you fight npc soldiers you have to practically be walking into them for them to take a hit from your sword. This make it very difficult to use them as standard enemies on a server. I'm a decent sparrer, but half the time I fight an npc (unless the speed is set down a ton) I either hit it at an exact distance from me or my swings go right through it and it kicks my arse. It's so wrong.
