Second off, yea, you could build 20 houses, but the point is that a mansion is more of an "I have a mansion and you don't" thing.

I have 20 houses and you don't :P
No, it doesn't have the same effect does it, unless you're playing monopoly of course (and then they say "no, i dont have 20 houses, i have 20 hotels. I think you're bankrupt now plz") XD
I think the way mansions could work is that you have lots of rooms, each with their own locked door and separate key. You can't make copies of these keys, but the owner of the mansion can loan out the keys, and/or their borrowees can pay rent. If the rent isn't payed, some automated system needs to be scripted in where the owner gets the key back regardless of where it is or where its beholder is.
Also, to prevent some arsewipe from saying "here's the key, keep all your valuable stuff in there so that i can take the key back and steal all your stuff", it'd need to be made so that the owner can't get into his tenants rooms, until the key gets withdrawn because the rent hasnt been paid to the rent npc.
Also there would probably need to be some admin guy that regulates how much a person is charging rent. if it's too much, or too little, the guy doesn't deserve to have the mansion and it should be confiscated o_O
