I use Hyrule Magic to edit my LoZ3 rom, in which I give out to people to play with. That's not illegal. I own the game. It's an edited version and doesn't look anything like LTTP. ROMs are the games themselves. There are free roms, just as there are free games. That's like saying anything about the Graal client is prohibited on the forums.

If I'm not mistaken, all you did to LTTP was a graphical hack

It's still illegal because it contains the original code for the game...if you actually
make the ROM (e.g. Homebrewn) then it would be fine to distribute it being that it's your own code. Nintendo probably does not overly concern themselves with graphical hacking tools like that unless they are used for illegal reasons...like editing a ROM and then using a tool to write it to a tangible cartridge and selling it as a new game...that would make them more than angry and it would have you in jail more than likely
