well as much as I can gather the new guild message board is back, and a new layout, but I think for p2p ppl only, or I might b lucky and be able to see the new layout.

Only some guilds can use message board, its not fixed for all, sorry to mislead u in anyway in my first post

Public messages work now, but unfortunately tags still only work on Graal2001 and Classic.
