How come level. var's can't be read clientside?

You mean why they are not shared between server and client ?

It was planned to add something like this together with the tile layers, but I cannot say yet when it will be added.

You can edit level. vars both clientside and serverside o_o.

It depends on which side you set it. If you set it serverside, you can't read it clientside, vise-versa.
