After getting my BOW OF JUSTICE from the Bogen Gebber, I marched into the outlaw base and hit lots of them and saved all of the prisoners. The end.

Where is the outlaw base?

They don't have a base. They hide in the top right hand corner of the map, neglected like they should be with their tag helper
