I didn't get to level fifteen personality by sitting around (no hostility intended). You do in fact get personality experience when you charm a monster, just not a lord. It's the lords that will not follow you. Every other monster
(including a very glitchy pair of casting monsters [cyclops and demon] which i will get to test out with the new AWESOME magic system shortly, in difficult and immense maps) that I have charmed with the two skills, singing and oratory. Sometimes when I can't sing or the monster ignores me I cast pacify then use oratory to get the experience in the personality skill tree.
It used to be fun to take the lords into maps and watch them slice apart panthers and sabertooth tigers like they were soft cheese. I didn't realize that the new Lord script conflicted with personality.
