Making tiles walkable?

Is it possible so you can walk on tiles that can not usually be walked on? (ie solid ones). I could do this with an npc and setimg but if i need to do this for every tile that will be a lot of npcs.

How can i do this? Thanks.

You could use a tileset with a tileset type of 1. I think there are more walkable tiles on that than the default tileset type (0).
