Ice cannon people

hey can someone make it to where the ice cannon can't be used outside of a battle zone? there have been a lot of people using it in the dropship so people can't get to the battlezone

Fun Fact: This is actually the reason it's like that.

The freezing time on the dropship is much smaller than on the battlefield though. May be it should not freeze people who are already in a team.
