disabletoweapons in serveroptions

there should really be a disabletoweapons in server options because there could be a toweapons still in some levels then it can entirely screw up the weapons on the server. Happend on SL and Id thought i would bring attention to it.

I suggested this to Stefan some time ago, but he hasn't made it.
