Gaurds in towns on main?
Maybe NPC gaurds.
The gaurd would tell you to sheathe your weapon in town when you enter.
After the 3rd warning he will attack you.

And if there is any pking in towns and the gaurd will say Halt! If they don't stop running the gaurd will kill them. If they stop he will go in jail for 5 minutes.

People can pk eachother on the outskirts of town.
Outside of towns only.
This would improve role playing.
For the MAIN Gaurds all the kingdoms pay the gaurd 10 plat so he will make 50 plat every 5 days.
For gaurds in kingdom islands only the THAT kingdom will pay.

definetly good idea. maybe the gaurd ranks in kingdom could fill these spots for a little money for the kingdom to?

Are you sure? because aren't the main island towns still controlled by teh kingdoms? like they have the little emblem and stuff.

the little emblem represented the island the trade bells went to, or where the ferries that stop at those docks go to.

Also when the gaurd spots an enemy he will blow his war horn calling all gaurds to go after the enemy.
