When you make an account that should be your permanent name
but the account the account name thingy doesnt accept numbers or characters like ' or / it would be a name for your person

What's the point in that?
Being able to change your name is a good thing.
And anyway some people have dumb account names that I really doubt they would want to use in game.

So I sign up for

''Ugbert'' when I start graal then buy P2P and decide im changing my name to ''Spark911'', I have to create and rebuy an account!? No point! =(

I support scriptable. If you want to change your name on some servers, you have to wait a while - a day, a week, an hour, whatever. That way you don't have the problem of "Wait a minute, who is [this person who is not on my buddy list] now?" which has been a major setback to interplayer transactions - when you go to meet someone somewhere and they change their name, it gets confusing fast.
