How about everyone gets weapons like in CS.
But to make it so no one gets more ammo then others or weapons, when the person gets warped to survior you get warped into a tiny personal block that has weapons and ammo.

Good idea for CS, it gets annoying when around 10 people on each team all scramble for the weapons and arrows and half the people get nothing.
