Online/Offline

Ok guys. I am just startin out in the scriptin field and i only make simple eghnough scripts but i got a question. Whenever i go onto a site with NPCs it always said:
"This NPC work great online and good ofline to". How the hell would they knew how it worked online if u cant get them online of if they arnt uploaded?

because they most likely either own their own server werk on a server or used to werk on a server and they uploaded them and tested them out thats how!
