Well it really depends what type of graphics youre doing. I find that when doing outlines for a human or humanoid characters, I start from the feet and work my way up from there. It's sounds silly, but it really helps me sometimes. Other advice I can give you is to take your time and perfect your outline, pixel by pixel, before you even begin coloring.
