I guess you do not understand the idea of context.
Edit: I shall add an explanation. This thread title in this forum by this person carries an implicit meaning. The context is comprised of this thread title, this forum, and this person. If any of these were changed (that is, if the context was different), it would not carry its meaning, and I would agree that this thread was in violation of the rules. However, none of them are changed, so this thread title is perfectly acceptable.
